Sub-Committees

Members of Otley CLT are invited to join sub-committees of the board

We have six sub-committees, each focused on a different area:

  1. Community engagement
  2. Land and buildings
  3. Membership
  4. Other projects
  5. Legal and policy
  6. Finance

1. Community engagement

The Community Engagement team will be responsible for making the wider population aware of the activities of Otley CLT. The primary focus of this group will be the local Otley community, but, as time goes by, will extended far and wide.

Purposes and tasks of the group:

  • Social media – updating Facebook, Twitter, and the website to keep people informed about how the CLT is progressing.
  • Traditional media – regular local newspaper articles. Possibly TV and radio slots (I will be on Look North!)
  • Local groups – engagement with other local groups and political parties.
  • Events – booking, organising and manning stalls at local community events, such as markets and carnivals.
  • Dissemination of propaganda – AKA flyers.
  • Identifying political contacts and how they could help us
  • Identifying individuals who have skills, knowledge or roles that would be useful to us
  • identifying organisations both nationally and locally that can support us and provide us with useful information
  • Deciding who should make contact with contacts
  • Dissemination of information amongst relevant people within the CLT
  • Being the hub for external contacts
  • Attending events run by other local or national groups to network and build up CLT’s profile
  • Writing content for CLT website/blog
  • Giving presentations about OCLT
  • Writing press releases

2. Land and buildings

Purpose and tasks of group

  • Research and identify suitable sites for developing housing and other assets
  • Liaise with landowners, local council, developers etc. to identify sites
  • Engage with neighbourhood planning process
  • Develop understanding of Otley’s housing needs assessment
  • Research building materials etc.

3. Membership and governance

Purpose and tasks of group

  • Attract and recruit new members.
  • Communicate items of interest to membership.
  • Manage member’s details.
  • Send newsletters etc to members on regular basis (frequency to be decided by the sub-group).
  • Liaise with board to convene and set agenda for full members’ meetings (including AGM).  NB board has legal responsibility for calling general (members’) meetings but practicalities to be dealt with by membership sub-group.
  • Liaise with chairs of other sub-groups for items of interest to include in newsletters and to be discussed at members’ meetings.
  • Improve running of subgroup, board and public meetings by:
    • Researching and refining decision making processes
    • Improving meeting facilitation and researching/organising training
    • Develop procedures for when things don’t go to plan, using e.g. non-violent communication.
  • Ensuring overall organisational structure is working properly and, if not, investigating possible changes.

4. Other projects

Purpose and tasks of group

  • Housing is the current priority for the CLT (as set by the board), but we are open to other ideas which would help to further the CLT’s aims.
  • This sub-group will investigate other projects in the Otley area which would help to further the social, economic and/or environmental interests of the local community.
  • Ideas looked at so far include community energy, bike repair centre, library of things, public water fountain.
  • Sub-group to undertake feasibility study for each project as and then they arise,, draw up budget and identify sources of funding.
  • Report back to board on possibility and feasibility of these projects, before committing the CLT to anything.

5. Legal and policy

Purpose and tasks of group

  • Monitor and develop an understanding of the legal and policy framework in which community land trusts operate.
  • Identify key legal and policy tools which could help us achieve our aims.
  • Disseminate relevant information and knowledge among the wider CLT group.
  • Lobby on particular policy issues (with the consent of the wider group).
  • Attend training sessions, talks, conferences where appropriate.

6. Finance

The Finance team is responsible for looking after the CLT’s money.

Purpose and tasks of group

  • Bookkeeping. Keeping track of all the money that comes in and goes out, and managing the bank account.
  • Budgeting. Planning how money is best used e.g. from grants or crowdfunding.
  • Financial modelling. In due course, working out how best to structure debt, equity, mortgages and rent to fund the housing development.
